Actual size preserves the intended sheet dimensions. Fit to page can shrink a design to accommodate the printer's margins, changing the finished panel size.
Start with the correct paper size
Choose US Letter for a Letter booklet file and inspect the print preview at 100 percent. If your printer cannot reach the edge, accept a suitable border or discuss a trimmed print with a provider rather than blindly enlarging the artwork.
Final check
Measure the folded test copy and check that important text remains within the printable area.
