Dust visible in a scan can become noticeable at poster size. Cleaning the physical source and rescanning may be better than trying to hide marks with a tight crop.
Inspect before scanning again
Use careful, appropriate handling of the photograph and scanner surface. Preserve the original and avoid risky cleaning of fragile prints. Crop only when it does not remove meaningful details.
Final check
Check the face and dark background areas closely because dust often shows most clearly there.
