A 5 by 7-inch card is the finished item, not necessarily the sheet your printer feeds. Confusing those sizes can produce unexpected scaling.
Measure the cut proof
Use the correct card output and check the paper setting for its supplied print layout. Print at the intended scale, then measure the trimmed card. Do not judge dimensions from the on-screen zoom.
Final check
Verify that both front and back belong to the same selected size before printing the batch.
